BOSTON -- The MBTA¡¯s draft capital plan to 2009 contains more bad news for Fall River and New Bedford commuter rail supporters even as they launch a new initiative to keep the project alive.
The "winter draft" of the Massachusetts Bay Transportation Authority¡¯s $3.2 billion Capital Investment Program budgets for the construction of the $479 million Greenbush Line and for improvements to Old Colony Rail service.
But it allocates only $3.37 million to the $720 million Stoughton rail extension to the southcoast -- and only to complete ongoing bridge work, engineering and environmental permitting.

FALL RIVER -- Though a commuter rail line to southeastern Massachusetts is still a dream, Rep. Robert Correia said Tuesday, the area legislative delegation has made progress in turning it into a reality.
According to Correia, he received word from Gov. Mitt Romney’s Office this week that the governor had agreed to a face-to-face meeting with the delegation, Fall River Mayor Edward M. Lambert Jr., New Bedford Mayor Frederick M. Kalisz and representatives from both the Fall River and New Bedford Chambers of Commerce to discuss bringing a commuter rail to the area.

RAIL LINE DEJA VU

EASTON -- Here we go again.
That's what I was thinking as I drove around a town called Easton looking for a place known as the Hockomock Swamp, which is evidently such an important body of water that local residents are marching in protest and running to court to protect it.
So I'm riding around looking for it, when I pull up at a fire station and ask paramedic Chris Mills for directions.
"You're in it," he said. He's joking, sort of. He says the swamp is all over, then shows me a map with roads cutting through it, as well as the old rail bed.
"My house is so close to the tracks that it will rattle when they bring the train," he said. "And I could care less. My wife and I are fine with it. The train helped build this town."

RAYNHAM — Selectman John Donahue said he will vote “no” in Saturday's town election on the nonbinding ballot question on the proposed MBTA commuter-rail extension.
During Tuesday's meeting of selectmen, Donahue said that although he supports commuter-rail service to Fall River and New Bedford because of the economic benefits to the cities involved, he will be voting against the proposed Stoughton route during Saturday's election.

Raynham selectmen say they will take their cue from voters and, rather than oppose construction of a commuter rail line extension through town, will instead work to minimize its impact.
The turnabout followed a nonbinding town referendum on Saturday. A total of 408 residents voted in favor of extending the Stoughton rail line south to New Bedford and Fall River; 288 were opposed; and 423 said they believed the project was inevitable and that the town should focus its efforts on striking the best deal for mitigation with the state rather than fight it.

This says it all:
In Hingham, Donahue pointed out, the town voted several times against the Greenbush commuter rail line and spent about $500,000 to fight it, but was unsuccessful. The town signed an agreement about six years ago, and the rail is scheduled to open next year.
"The town was against it, but Greenbush is now coming through," said Hingham Selectwoman Melissa Tully. "I think Raynham knows well enough that they need to work with the state. It's a similar situation that multiple towns face, and I think each town has a unique situation, with different demographics and issues. For Raynham, I don't know that it's worth going in for a fight."
